In this context, bodily injuries suffered by passengers due to accidents during transportation within the scope of the Highway Transportation Law were covered by Mandatory Highway Transportation Financial Liability Insurance, while damages exceeding the policy coverage limit were covered by the Mandatory Financial Liability Insurance for Motor Vehicles on Highways. However, in 2016, an amendment was made to the Highway Transportation Law through Law No. 6704, resulting in the abolition of Mandatory Highway Transportation Financial Liability Insurance. The legal change stipulated that both material and bodily damages would be covered by the Mandatory Financial Liability Insurance for Motor Vehicles on Highways. In this regard, changes were made to the Regulation on Tariff Application Principles in Mandatory Financial Liability Insurance for Motor Vehicles on Highways. It was specified that policy coverage limits for Mandatory Financial Liability Insurance for Motor Vehicles on Highways, applicable to vehicles engaged in interstate and international transportation within the framework of the Highway Transportation Law, would be applied at twice the standard limit. This study will focus on the compensation for damages arising from accidents during transportation under the Highway Transportation Law, both before and after the amendment introduced by Law No. 6704. It will address who can apply for which liability insurance and/or insurances for specific damages. Additionally, this study will also discuss how the policy coverage limit should be applied.
