Cumhuriyet olarak ifade edilen ve 1958 Anayasası ile başlanan dönemde yarı başkanlık hükümet sistemi uygulanmaktadır. Yarı başkanlık hükümet sistemi, parlamenter sistemi esas almaktadır. Parlamenter sistemin altyapısı üzerine önemli yetkilere sahip bir Cumhurbaşkanı makamı eklenmiştir. Bu makalede Fransız 5. Cumhuriyet’e giden dönemin siyasi tarihi, 1958 Anayasası’nın hükümet sistemine ilişkin hükümleri, 1958 Anayasası dönemindeki siyasi hayat ve Fransız tipi yarı başkanlık hükümet sistemine dair hukuki bilgi ve değerlendirmeler yer almaktadır. Cumhuriyet Dönemi, Güçlü Cumhurbaşkanı, Cohabitation, Concordance Abstract: In France, semi-presidential system of government has been practiced in the period starting with the Constitution of 1958, which is referred to as the 5th Republic. The semi-presidential system of government is based on the parliamentary system. On top of the infrastructure of the parliamentary system, the office of the President with significant powers was added. In this article, the political history of the period leading to the French 5th Republic, the provisions of the 1958 Constitution on the system of government, the political life during the period of the 1958 Constitution, and legal information and evaluations on the French type semi-presidential system of government are presented.
