AND CIVIL CHAMBERS AND PERCEPTION OF EFFICIENCY

Özet:

Bu araştırma 2000-2011 yılları arasında Yargıtay başkanlığı Ceza

ve Hukuk dairelerinin çalışma yoğunluğunun incelenmesini amaçlamaktadır.

Araştırma tarama modeli niteliğindedir. Araştırmada ayrıca Yargıtay dairele-

ri tarafından verilen kararlara ilişkin farklılıkların belirlenmesinde t-testi ve

anova testlerinden faydalanılmıştır. Elde edilen verilerin analizinde SPSS18

paket programı kullanılmıştır. Araştırma sonunda Genel olarak hem Ceza

hem de Hukuk dairelerine son 11 yılda gelen dosya sayısında çok yüksek

oranlarda artış olduğu, dosya sayısında ki artışın Yargıtay dairelerindeki ça-

lışma temposunu da sürekli olarak yükselttiği tespit edilmiştir. Artan çalışma

temposunun verimliliği düşürdüğü, ortalama her iki dairede de verilen karar

yüzdesinde dosya sayısı ile beraber çok ciddi düşüşler gerçekleştiği belirlen-

miştir. Ayrıca Ceza dairelerinin yıllar bazında verdiği karar sayısında anlamlı

bir farklılık bulunurken, Hukuk dairelerinin yıllar bazında verdiği karar sayıla-

rında ve her iki dairenin verdiği toplam karar sayısı arasında anlamlı bir fark-

lılık bulunmadığı sonucuna ulaşılmıştır.

Abstract:

This research between the years 2000-2011 presidency of the

Supreme Court Criminal and Civil apartments is to examine the intensity of

the work. Research is the nature of scan pattern. The study also relates to

the decision by the Supreme Court apartments differences in the determi-

nation of t-test and ANOVA tests were utilized. In the analysis of the data

obtained 18 SPSS software package was used. Overall both the Criminal

Law at the end of the study as well as to their apartment from the last 11 ye-

ars there is an increase in the number of files at a very high rate, the increase

in the number of files in the apartment Supreme Court determined that the

tempo of work has been continuously upgraded . Increased pace of work

to reduce the efficiency of the average percentage of the decisions in both

apartments together with a very serious decline in the number of files it is

determined that . Also Criminal apartments on a yearly basis the decision in

the number of significant differences were found , law offices on a yearly

basis the decision counts and every two circles given by the total number of

decisions of no significant differences between the results reached.
