Kadın Odaklı Politikaların Hükümet Programlarına Yansımaları Üzerine Bir Analiz
For many centuries, the main starting point in raising woman
prepared to provide continuance of the roles in “patriarchal” family
has been based on the idea that woman does not need to make her
presence felt in a wide range from employment to politics. This app-
roach, which caused woman fall behind men even in terms of basic
indicators, has been brought into the agenda of world’s societies
and began to be held inside the context of woman’s human rights
especially in the last century. Although Turkey has remained outside
these developments all over the world, it is hard to say that there
is a remarkable proceed in woman issue despite the rights given to
women in the first years of the Republic. Turkey’s social and econo-
mic structure, historical development and cultural structure can be
listed among the reasons for this.
When tracing back the woman issue, the most important do-
cument among the Turkish political documents is government prog-
ram which are believed to reflect most of the society’s perspective
and lead the way to public politics within the period it comprised.
This document is also important for being the route map of the go-
vernment, the authorised body that provides the state to perform
its duties. Within this scope, while the government programs before
1980 have been reviewed generally, the programs after 1980, which
is accepted as the breaking point for the woman issue have been
reviewed in detail in this study on the purpose of revealing the view
of the period’s dominant ideology on woman issue and tracing the
development on this subject. Besides, the main developments in the
woman issue in each government’s period have been included in the
study. Main scope of this study is how the policies regarding woman
issue are determined, how the decisions are taken and how these
decisions are put into practice on the highest level. At the end of
the study it was noted that woman is embraced in the family and
there is a strong family emphasis in the programs. It has been also
determined that the woman issue is dealt as a separate title as we
approach more recent times and the reason for this is to achieve the
aim of “strong family” and “strong society”.

GİRİŞ
Derece farkı olmasına rağmen günümüzde en gelişmişinden en
az gelişmişine kadar bütün ülkelerde, kadınlar, gelenek ve toplumsal
değerlerin baskısı altındadır. Toplumsal yaşamdaki yerleri ev içi rol-
lerle ya da onun uzantısı niteliğindeki rollerle sınırlanan kadınların,
bu döngünün dışına çıkma talepleri ya görmezden gelinmekte ya da
büyük mücadelelere sahne olmaktadır.
