Özet:
2003 ve 2008 yıllarında yapılan kanun değişiklikleri ile
seçimlerde yazılım alt yapısı olarak SEÇSİS sistemi uygulamaya ko-
nulmuş ve seçmen kayıtlarının tutulmasında İçişleri Bakanlığınca
yürütülen MERNİS, seçim sonuçlarının aktarılmasında ise Adalet
Bakanlığı’nca yürütülen UYAP projesi kullanılmaya başlanmış, böyle-
ce anayasaya göre YSK tarafından yürütülmesi gereken seçim siste-
mi idareye devredilmiştir.
Bu çalışmada seçim sistemleri hakkındaki genel değerlendir-
meyi müteakip, MERNİS, UYAP ve SEÇSİS projeleriyle seçimlerin
yürütülmesinde ortaya çıkan aksaklıklar ve bunların sonucu olarak
referandum ve seçimler yoluyla halkın gerçek iradesinin sandığa tam
olarak yansımamasının sonuçları mukayeseli olarak incelenmiş ve
sonuç bölümünde bu tür aksaklıkların ortadan kaldırılması için alına-
bilecek tedbirler ortaya konulmuştur.

Abstract:
SECSIS system is being used as the software infrast-
ructure in elections, MERNIS system which is conducted by the Mi-
nistry of Interior is started to be used for the registration of voters,
and UYAP system which is conducted by the Ministry of Justice is
started to be used for the evaluation of elections; after the changes
in legislative acts of 2003 and 2008. Thus, the right of election which
should be conducted by YSK according to the constitution was han-
ded over to the government.
In this study, the general elections have been evaluated. It has
been demonstrated that the will of voters has not been reflected
to the results of the referendum and elections because of the short
comings of MERNIS, UYAP and SECSIS systems. In the conclusion
section the measures that can be taken to eliminate such shortco-
mings were submitted.
